ROAD INFORMATION PROVIDING SYSTEM AND DEVICE, AND ROAD INFORMATION GENERATING METHOD

PROBLEM TO BE SOLVED: To provide a road information providing system capable of randomly setting a position resolution and traffic representation resolution of traffic information and flexibly coping even with traffic information forecast service. SOLUTION: The road information providing device quantizes a quantity of state of traffic information changing along with the road, converts the quantized quantity of state into a statistically biased value, encodes the value and provides the value to a traffic information using device such as a car navigation system.
