PROBLEM TO BE SOLVED: To provide a metal identifying apparatus and a method capable of easily identifying, at a low costs, the type of metal, even if it is covered with an insulating coating, such as coating film over its surface. SOLUTION: The metal identifying apparatus includes an arc discharge device (11), which includes a discharge electrode (112) for excitation and making an object to be identified (50) to emit light by causing electric discharge in-between with the object to be identified (50); an optical fiber (12) for collecting the light emitted at the arc discharge device (11); a spectrometer (13) for measuring the emission spectrum of the light collected by the optical fiber (12); a personal computer (14) as an identification processing part for identifying the metal type of the object to be identified (50), by comparing the data of the emission spectrum measured by the spectrometer (13) with previously stored emission spectrum data of a plurality of reference samples; and a counter electrode (113) provided as a damage processing part for making at least a part of the surface of the object to be identified damaged and provided with a protrusion at its tip part.
