PURPOSE: A pre-heater using a positive temperature coefficient is provided to prevent fluctuation of resistance by improving structure of an electrode terminal to keep contacting state even if the electrode terminal is deformed to some degree by heat, allow easy manufacture by improving structure of a sealing member, improve productivity by allowing convenient assembly, and to prevent short by protecting the electrode terminal drawing out of a heat sink assembly. CONSTITUTION: A surface of an electrode terminal is embossed to form a plurality of elastic contact points(41). The elastic contact points include raised contact points(41a) protruded upward, and depressed contact points(41b) protruded downward. A sealing member(50) comprises a lower side part(51) having a plurality of terminal passing holes(53); and a C-shaped circumferential part(52) inserted to a semicircular circumferential groove formed on insides of a surface heating plate and a back heating plate. A cover set placed on a lower side of a housing to protect an exposed end of the electrode terminal, and comprises a front cover and a rear cover.
