PURPOSE: An ISCA(Idle Speed Control Actuator) operation noise damping device is provided to prevent noise when suction air bypassed through a bypass passage is joined to a main passage in an ISCA driving and to solve engine stall and output inactiveness by quickly responding in an idle driving. CONSTITUTION: An ISCA operation noise damping device comprises a throttle body formed with a throttle valve(3) at a main passage(2) and combined to a surge tank(20); an ISCA(10) arranged with a bypass passage(11) for going suction air round the throttle valve and supplying the air to the surge tank and combined to the end of the throttle body; an extension unit(13) formed to the end of the bypass passage to face the surge tank in parallel with the main passage; a chamber(21) disposed to the surge tank and communicated with the extension unit; and an outlet(22) arranged to the end of the chamber and combined with the main passage of the surge tank at a constant inclination.
