PROBLEM TO BE SOLVED: To provide a charging rate estimating device for a secondary battery capable of accurately estimating the charging rate. SOLUTION: The charging rate estimating device comprises: an adaptive digital filter computing means 7 for defining a battery model of the secondary battery by formula 1, deriving formula 3 from the formula 1 by approximating an open-circuit voltage V<SB>0</SB>with formula 2, and performing a digital filter computation to formula 4 equivalent to the formula 3 to estimate the coefficient parameters of A(s) and B(s) simultaneously; an open-circuit voltage computing means 8 for computing G<SB>lp2</SB>(s)*V<SB>0</SB>by substituting these estimates for formula 5 equivalent to the formula 1 and substituting G<SB>lp2</SB>(s)*V<SB>0</SB>for the open-circuit voltage V<SB>0</SB>; and a charging rate estimating means 9 for estimating the charging rate based on the relation between the precomputed open-circuit voltage V<SB>0</SB>and the charging rate, wherein the response speed of G<SB>lp2</SB>(s)*V<SB>0</SB>in the formula 5 is set faster than speed of response of G<SB>lp1</SB>(s)*V<SB>0</SB>in the formula 4, thus improving accuracies of parameters sequentially estimated in the adaptive digital filter and reducing response delay of G<SB>lp2</SB>(s)*V<SB>0</SB>.
