PROBLEM TO BE SOLVED: To provide an apparatus which can accurately and easily determine the angle of a plurality of polarization maintaining optical fibers when the plurality of polarization maintaining optical fibers are formed into a ribbon. SOLUTION: This apparatus comprises an angle observation part 10 for the polarization maintaining optical fibers, an angle adjustment part 20 for the polarization maintaining optical fibers, an array fixation part 30 for arraying and fixing the polarization maintaining optical fibers, and a fiber ribbon structuring part 40 which forms the angle-adjusted and arrayed and fixed polarization maintaining optical fibers 50 into a ribbon.
