PROBLEM TO BE SOLVED: To provide a fire extinguishing media releasing device and a fire extinguishing device capable of realizing high operatability and superior fire extinguishing performance. SOLUTION: A media emitting part 2 of a fire extinguishing system 1 comprises an emission tube 5 and an electrode 7. The emission tube 5 has an opening part 6 for keeping the water 16 inside thereof. The electrode 7 is mounted inside of the emission tube 5. The electrode 7 is used for discharging electricity. Whereby the electricity can be discharged in a state the water 16 is kept inside of the emission tube 5. Here, the water 16 existing around the electrode 7 is converted into plasma by discharged energy, and the pressure wave is generated. The water 16 in the emission tube 5 is released from the opening part 6 of the emission tube 5 to the external at a high speed by the pressure wave.
