An aqueous pharmaceutical composition for application to the mucosa, such as the nasal mucosa. The composition comprises ciclesonide and one or more water-insoluble and or water-low soluble substance (such as cellulose). The composition has an osmotic pressure of less than 290 mOsm. The composition may also have the following excipients: - An osmotic pressure-controlling agent, such as sodium chloride or a water soluble sugar such as glucose. - A water soluble polymer substance such as alginic acid, propylene glycol, pectin, guar gum and hydroxypropyl cellulose. - A surfactant such as polysorbate 80.
