PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus capable of applying particular reproduction even to a transport stream with no PTS attached thereto at an optional reproduction speed. SOLUTION: The recording and reproducing apparatus includes: a means for attaching a time stamp corresponding to the arrival time of each packet to each packet of the transport stream; a storage means for storing the packets to which the time stamp is attached; a means for generating an access unit table denoting an address for storing the packet including an intra-encoding image and a value of the time stamp attached to the packet including the intra- encoded image; and a means for reading the packet including the intra-encoded image from the storage means by referencing the access unit table.
