PURPOSE: A device and method for transmitting and receiving on-line accounting data is provided to supply an on-line centralized accounting processing system having enhanced stability, performance, service quality, and security using a VPN(Virtual Private Network) as a backbone network for transmitting accounting data. CONSTITUTION: A communication processing system(100) and an accounting intermediating device(105) are connected to the Internet(200) through a VPN supporting router(110). A communication processing system(130) is connected to the Internet(200) through a VPN supporting device(125). Communication processing systems(135,150) are connected to the Internet(200) through VPN supporting accounting intermediating devices(140,145). An accounting accumulating device(160) is connected to a charge calculating system(165) through a VPN supporting fire wall(155). A virtual private network for transmitting accounting data is constructed. A virtual path(120) is formed by the virtual private network. Accounting data being generated through the accounting intermediating devices(105,140,145) and the communication processing system(130) are accumulated to the accounting accumulating device(160) through the virtual path(120) and transmitted to the charge calculating system(165).
