PROBLEM TO BE SOLVED: To provide a method for solidifying and insolubilizing polluted soil, or the like, capable of solidifying soil, waste, or the like, polluted with a pollutant such as heavy metals, oil, hardly decomposable chemical substances to insolubilize the pollutant to set the eluted amount of the pollutant after treatment to a soil environment standard or less over a long period of time. SOLUTION: Magnesium oxide baked at 700-1,000°C and adjusted to a degree of fineness of 4,000 cm<SP>2</SP>/g or more is added to and mixed with polluted soil, or the like, and the resulting mixture is solidified to insolubilize the pollutant.
