PROBLEM TO BE SOLVED: To provide a small phase shifter and a branching filter and sharing device by which electrical characteristics such as impedance characteristics and frequency characteristics are easily adjusted. SOLUTION: This phase shifter provided with a first transmission line and a second transmission line made of electrode pattern on a laminated body obtained by laminating dielectric layers having an electrode pattern is provided with a ground electrode on which an electrode pattern having a spread between a first laminated area including a dielectric layer on which an electrode pattern forming the first transmission line is formed, wherein one end of the first transmission line is connected to one end of the second transmission line to be a common end, the other end of the first transmission line is defined as a first connection end and the other end of the second transmission line is defined as a second connection end, and a second laminated area including a dielectric layer on which an electrode pattern forming the second transmission line is formed.
