PROBLEM TO BE SOLVED: To provide a technique for efficiently editing information on the travel route of a vehicle using an OD (origin and terminal point) table in traffic flow simulation. SOLUTION: Input data required for simulation is read from an input part 10 and converted into a road network database 31 by a road network editing part 23 of a data editing part 20, and a lane where vehicles appear and disappear is taken out as the origin and terminal point to prepare an OD table by an OD table generating part 22 and to prepare a traffic flow parameter database 32, interlocked with the OD data editing part 21. The data editing part 20 is displayed on the screen of a display 50, and the road network editing part 23, the OD table generating part 22 and the OD data editing part 21 are interlocked with one another.
