The following sections are set in a preset neutral range: a section where a rotation body is stopped and held only by a mechanical brake, a section where the body is held only by position holding control, and a section where both mechanical brake and position holding control are activated. Instantaneous holding torque that is generated in position holding control is memorized, and, when the rotation is started, either acceleration torque in accordance with an operation amount or the memorized instantaneous holding torque, whichever is greater, is set as electric-motor torque for acceleration. In pushing operation where a bucket is pushed against a work object, torque control depending on a control amount is performed.
