PROBLEM TO BE SOLVED: To obtain a self-emulsifiable epoxy resin composition which excels in emulsification stability, and can obtain a coating film having excellent adhesion to a substrate and water resistance when used as a coating material, and a modifier for an aqueous epoxy resin necessary to obtain the same. SOLUTION: The modifier for the aqueous epoxy resin is composed of a primary amino group-containing polyether compound represented by formula (1). The self-emulsifiable epoxy resin is obtained by reacting this modifier for the aqueous epoxy resin with an epoxy resin, and the aqueous epoxy resin composition is obtained by emulsifying or dispersing this self-emulsifiable epoxy resin into water. An epoxy group-containing surface active agent is obtained by reacting the above modifier for the aqueous epoxy resin with 1.5-2.2 mol, based on 1 mol of the primary amino group of the primary amino group- containing polyether compound represented by formula (1), of the polyepoxy compound having two or more epoxy groups.
