PROBLEM TO BE SOLVED: To provide a thin and rigid floor heating panel heater receiving no influence of thermal expansion and facilitating construction. SOLUTION: This floor heating panel heater comprises a metallic panel body 1 having a storing portion 2 opening upwardly, a heater unit 4 arranged in the storing portion 2 of the panel body 1, a metallic frame element 30 having a reinforcing frame portion 31 arranged along the peripheral portion of the panel body 1, and a platy metallic cover plate 5 covering the storing portion 2 while sandwiching a frame 30.
