<P>PROBLEM TO BE SOLVED: To provide a powder composition having low hygroscopicity and excellent storage stability, enabling easy and uniform dispersion of a core substance, containing a sufficient amount of the core substance, having good taste, free from the adhesion to the tooth in a state added to a chewing gum or a tablet candy and preferable as a taste and flavor imparting or promoting agent and provide a food or drink containing the powder composition. <P>SOLUTION: The powder composition is produced by heating and melting a plasticizer and a carbohydrate mixture containing 30-70 wt.% trehalose, adding a core substance to the molten material to obtain a homogeneous mixture, cooling and solidifying the mixture under extrusion and cutting or crushing the obtained solid product.
