PURPOSE: A control system for controlling incoming and outgoing vehicles and a controlling method thereof are provided to automatize a parking control system by using an image detection method. CONSTITUTION: An incoming vehicle control system photographs images of an incoming vehicle and detects a license number of the incoming vehicle from the photographed images(S201). The control system searches a database of a central control server to detect the vehicle information and the incoming vehicle is guided to a parking place by using a parking guide indicator(S203). The control system photographs images of a parking area and detects an empty parking area to guide the incoming vehicle to the parking area(S205). The control system stores the parking time and the present parking position into the database(S207). An outgoing vehicle control system photographs images of an outgoing vehicle and detects the license number of the outgoing vehicle from the photographed images(S209). The outgoing vehicle control system calculates the parking fee of the outgoing vehicle(S211).
