PROBLEM TO BE SOLVED: To secure a bidirectionality wherein a broadcast main organization of intraregional notifying information transmits information to be notified to inhabitants by sound to each house of the inhabitants for 24 hours by using full-time connected communication network or cable television network, and further using Internet connected with them, and response is enabled from the inhabitants in accordance with contents. SOLUTION: The equipment includes an input means for inputting text information to be notified to a computer, a data storing means for storing the input text and transmission addresses applied to each house of the intraregional inhabitants, a transmission means by which the text data can be transmitted as electronic mails, a reception means on an inhabitant side which can receive transmitted electronic mails, a data storing means for storing the electronic mails, an electronic mail selecting means which can select arbitrarily the electronic mails, a sound generating means which can announce the electronic mails at any time by converting the mails to sound, and a repetition means wherein response is enabled from an inhabitant side to the broadcast main organization of the inner-area notifying information, in accordance with contents of the transmitted electronic mails.
