PROBLEM TO BE SOLVED: To properly operate an alarm when a vehicle passes through a curve. SOLUTION: A curve recognizing part 14 judges whether or not the length of a curve (the distance of the curve or a time required for a vehicle to pass or the angle of rotation required for the vehicle to pass) exceeds predetermined length with response to the curve shape value of the recognized curve, and outputs the judgement result to an operating part 17. A comparing part 16 compares a current speed VP of a vehicle detected by a vehicle state detecting part 13 with a proper speed VS set by a proper speed setting part 15, and outputs a comparison result to an operating part 17. When a detected current speed VP of the vehicle is higher than the proper speed VS, and the vehicle is not put in any proper vehicle condition, and when the length of the curve (the distance of the curve or the time required for the vehicle to pass or the angle of rotation required for the vehicle to pass or the like) is not less than the predetermined length, the operating part 17 operates a safety device 18.
