PROBLEM TO BE SOLVED: To carry out an effective utilization of wastes by producing an antifreezing agent from waste of shells and waste of vegetables. SOLUTION: The system produces calcium acetate as the antifreezing agent, comprising a calcium production system 1 which produces calcium carbonate and or calcium oxide from shells of scallop, an acetic acid production system 10 provided with an ethanol producing section 11 producing ethanol using apple marc which is a waste of vegetables as raw materials and an acetic acid producing section 20 which produces acetic acid from the ethanol, a calcium acetate producing apparatus 40 producing calcium acetate from calcium carbonate produced in the calcium production system 1 and or calcium oxide and acetic acid produced in the acetic acid production system 10 by mixing and warming, and a fodder producing apparatus 50 producing the fodder from the residue produced in production of acetic acid in the acetic acid production system 10.
