PROBLEM TO BE SOLVED: To obtain a mobile communication system that can be used at a highly public place such as a hospital, a train and an airplane because of imposing no influence on medical instruments or the like.

SOLUTION: Optical communication is performed by a relaying device 2 provided with an optical light receiving element and an optical light emitting element and a mobile terminal provided with an optical light receiving element and an optical light emitting element. Communication as in the conventional manner can be performed outdoors.
