PROBLEM TO BE SOLVED: To cope even with instantaneous changes of communication environment by performing outer loop transmission power control at high speed. SOLUTION: Update of an ascending signal target SIR (signal to interference ratio) value to be a standard for closed loop transmission power control is independently performed in radio base stations 12, 13 without performing the update by a radio base station controller. In the radio base stations 12, 13, when a decoding part 44 detects step out of a user signal from a mobile machine, a demodulation part 43 adds a preset step valueΔSIR to the ascending signal target SIR value notified from the radio base station controller, defines it as an ascending signal target SIR tentative value and when the ascending signal target SIR tentative value is smaller than the preset upper limit value of ascending signal target SIR, updates the ascending signal target SIR value by the ascending signal target SIR tentative value.
