PROBLEM TO BE SOLVED: To provide a billing processing according to the resource usage amount of a mobile communication system for communications conducted by a mobile communication terminal. SOLUTION: A billing processing unit 130 periodically collects the number of subscriber information access processing and the number of mobile communication terminal location registration processing from a subscriber information managing unit 10, and collects the number of handover processing and the number of addition of a base station using signals for diversity reception, and information necessary for billing processing of an unsuccessful call and the like from a call information storing unit 121, whenever a call is terminated. The billing processing unit 130 obtains the numbers of above processing and the unsuccessful call information supplied by a mobile communication system 1 from the collected information, and conducts the billing processing by applying an appropriate billing rate to each item to calculate a communication fee.
