<P>PROBLEM TO BE SOLVED: To prevent a general viewer from picture-recording a commercial broadcasting cutting it automatically and from skipping it automatically in reproduction and to meet a demand to want to investigate and confirm them by other methods than a self-report from a broadcasting station. <P>SOLUTION: A discrimination information intrinsic to the commercial is multiplex-broadcasted during the commercial broadcasting combining it with a ECM so that only a special IC card for the commercial investigation is detected.
