PROBLEM TO BE SOLVED: To realize the reduction of a scale of a device and the improvement of convenience by efficiently managing a plurality of program files. SOLUTION: Each of memories M1 to Mn is provided with a region for start and an a region for storage. Then, CPU parts 11-1 to 11-n execute the switching of the region for storage to the region for start, and performs arithmetic processing by the program file of the region for start, and stores a program file being started in the region for storage of another unit based on table information in accordance with a program file storage instruction. A table database 20 stores an address management table T1 and a storage destination CPU selection table T2. An operation management part 30 performs the interface processing of a command from a user, and executes control including the download of the program file to CPU units 10-1 to 10-n, the registration of the table information in the table database 20, and the issuing of the program file storage instruction.
