PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which has a protective layer formed by using a coating liquid for the protective layer having high dispersibility and liquid stability and which produces a high-quality image, and to provide a process cartridge and an electrophotographic device having the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor having a photosensitive layer and a protective layer on a conductive supporting body features that: the protective layer contains conductive particles and a binder resin; and the protective layer is formed by using a coating liquid for the protective layer dispersed by using a dispersion solvent containing 1 to 30 wt.% of water with respect to the whole dispersion solvent.
