PROBLEM TO BE SOLVED: To provide a duplex communication apparatus for remote monitoring control capable of securing high versatility in a communication system for remote monitoring control using an IEC60870-5-101 protocol or a similar proto col. SOLUTION: A master (20) in a standby state detects the occurrence of a failure about a slave among a plurality of first slaves (30-1 to 30-n) and a plurality of second slaves (40-1 to 40-n) communicating with an operating master (10), classifies the cause of the failure into a failure of the slave communicating with the operating master, a failure of either a first communication line (11) or a second communication line (12) and a failure of the operating master, and performs processing corresponding to the cause of the classified failure.
