PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit which restrains the decrease of throughput when an output circuit is operated at a low voltage, in a semiconductor integrated circuit obtaining low consumption power. SOLUTION: The semiconductor integrated circuit wherein a circuit is operated by inputting an external power source VDD2 and a power source VDD3 for IO includes an internal circuit 15, an output circuit 10 containing a final stage buffer circuit and other circuits, and a switching circuit 20 for switching over a power source supplied to the final stage buffer circuit contained in the output circuit 10 to either of the external power source and the power source for IO. A voltage obtained by stepping down a voltage from the external power source VDD2 is supplied to the internal circuit 15, and a voltage from the power source VDD3 for IO is supplied to the other circuits contained in the output circuit 10.
