<p><P>PROBLEM TO BE SOLVED: To dynamically control a flow rate of a traffic according to the traffic in a network. <P>SOLUTION: A flow rate acquiring unit 111 of a managing server 101 requests to a measuring unit 10, and acquires the traffic flow rate at each identifier of data to be transferred in each transfer direction of a communication channel for connecting between routers 102. A flow rate accumulating unit 110 accumulates the acquired flow rate (sending rate) and stores the accumulated flow rates in an acquired flow rate data 113. A flow rate policy control unit 107 calculates a mean value of the accumulated sending rates, and calculates the sending rate as a flow rate policy obtained by weighting the mean value according to the identifier. A flow rate policy setting unit 108 requests to each router 102, and sets the flow rate policy.
