PROBLEM TO BE SOLVED: To automatically generate a polygon from a plurality of segments in electronic map data. SOLUTION: The electronic map data are inputted to a computer. The computer generates a polygon by the following procedure. A target segment is selected from a plurality of segments, a virtual segment to the target segment is set up and both end parts of the virtual segment are set up as reference points. A start point is set up on the segment from the reference points, the segment is traced in the clockwise direction, and when the reference points are involved in the locus, a polygon is automatically generated.
