PROBLEM TO BE SOLVED: To provide a holding and discharging facility of a dam wherein stop of a dam function is not required during work due to an independent facility, less power consumption is required, and maintenance and management of the facility is easily performed. SOLUTION: The holding and discharging facility of the dam holds and discharges reserved water 2 out of a dam band body 1. This facility comprises a storage pump for pumping the reserved water 2 upward than the upper end of the dam band body 1, and a discharging mechanism for discharging the reserved water out of the dam band body using part of a potential energy of the water pumped by the storage pump. Therefore, the stop of the dam function is not required, less power consumption is required during work, and the facility is easily maintained and managed. COPYRIGHT: (C)2004,JPO
