PROBLEM TO BE SOLVED: To provide a powder coating composition which is provided with excellence in smoothness and scratch resistance and exhibits excellence in water resistance and moisture resistance even when the film thickness of the coating film is reduced, and a coating film-forming method. SOLUTION: The powder coating composition comprises as essential ingredients an epoxy group-bearing vinyl copolymer (A) having a glass transition temperature of not lower than 40°C and a number-average molecular weight of 1,000-2,500, an epoxy group-bearing vinyl copolymer (B) having a glass transition temperature of not higher than 0°C and 30-90 wt.%, based on the copolymer, of a portion derived from an alkyl meth acrylate (b-1) bearing an 8C or higher alkyl group, and a polycarboxylic acid (C).
