PROBLEM TO BE SOLVED: To precisely finish gear by synchronized rotation without requiring stop of forming tool. SOLUTION: In finish forming work of gears, both of a work support shaft supported by a machine base and a finish forming tool are rotated to synchronize, the work support shaft and the forming tool are driven by respective control motors, the work support shaft and the forming tool are made close to a position of zero backlash in a restricted drive torque state of the work support shaft, a drive phase between each control motor of the work support shaft and the forming tool is re-established with setting that in the position of zero backlash as a phase matching point to release restriction of drive torque of the work support shaft, and the work support shaft and the forming tool synchronously rotated by respective control motor and finish cutting with gradually increasing depth of cut.
