PROBLEM TO BE SOLVED: To improve the frequency of DSV (digital sum value) control and to reduce the size of a sub-coding table, in the EFMCC, in which the frequency of the DSV control with only a basic table for generating a 15-bit code word is low, and most of the DSV control is performed with a 17-bit sub-coding table, and in which two 17-bit coding tables are required as the sub-coding table. SOLUTION: Using the 15-bit main coding table, the first sub-coding table, and the second sub-coding table, prescribed connection bits are added to the code word coded with the sub-coding table so as to be connected to the code word coded with the main coding table.
