PURPOSE: Provided are a method and an apparatus for producing nontoxic ion water with strong acidity which is not harmful for a human body but kills hazardous bacteria and diatom. CONSTITUTION: The apparatus comprises a raw water tank(50), a raw water supply pipe(6) connected to the raw water tank(50), an electrolyte tank(60) connected to the raw water supply pipe(6), an electrolyzer divided by a diaphragm into a cathode cell(20') with a cathode electrode(21') therein and an anode cell(20) with an anode electrode(21) therein, wherein a mixture of the raw water and electrolyte is introduced into the anode cell(20) and the cathode cell(20'), respectively, through the raw water supply pipe(6), a first acidic ion water discharge pipe(7) for discharging acidic ion water from the anode cell(20), a first alkali ion water discharge pipe(7') for discharging alkali ion water from the cathode cell(20'), a weak acidity ion water supply pipe(8) for supplying weak acidity ion water to the anode cell(20), a second acidic water discharge pipe(9) for discharging acidic ion water from the anode cell(20) and a second alkali water discharge pipe(9') for discharging alkali ion water from the cathode cell(20'), wherein the second discharge pipes(9, 9') are connected to the weak acidity ion water supply pipe(8) and a weak acidity ion water discharge pipe(8'), a power supply(30), and a voltage converter(40) connected to the power supplier(30) and the anode electrode and cathode electrode(21)(21'). The method comprises the steps of supplying raw water and electrolyte to the electrolyzer, applying power to the anode electrode(21) and the cathode electrode(21') using the power supplier(30) and the voltage converter(40), generating acidic ion water with pH 3.0, discharging the acidic ion water to the first and second acidic ion water discharge pipes(7, 9) from the anode cell(20), and discharging alkali ion water to the first and second alkali ion water discharge pipes(7', 9') from the cathode cell(20').
