PURPOSE: An insulating panel is provided to reduce construction period and costs and allow for ease of construction, while preventing an environmental contamination by producing a heat insulating board from the waste rubber. CONSTITUTION: An insulating panel comprises a heat insulating board member(10) produced from a waste rubber, and which has a predetermined thickness and size, and a top where a mounting groove(11) is formed to house a heating pipe, wherein the heat insulating board member is mounted on a concrete slab(1); a heat conductive plate covering the top of the heat insulating board member, and which transfers upwards heat of the heating pipe in a uniform manner; a buffer member having a predetermined thickness, and which is mounted on the heat conductive plate; and a closing member mounted on the buffer member.
