<p><P>PROBLEM TO BE SOLVED: To provide a device for simultaneously performing VP unit shaping for protecting a contract band required for utilization based on the VP unit contract of a public ATM network and VC unit shaping for making possible the effective utilization of intra-VP bands. <P>SOLUTION: An ATM cell arriving at a traffic shaping device is temporarily stored in a cell buffer. In a planned VC transmitting time calculating circuit, a planned cell transmitting time is calculated according to a VC contract band and at the same time, in a planned VP transmitting time calculating circuit, a planned cell transmitting time according to the contract band of VP is calculated but the planned VP transmitting time is corrected in accordance with the planned VC transmitting time. The VP to be most preferentially transmitted is determined by a VP bisected tree sort circuit and the VC to be most preferentially transmitted within the VP is determined in a VC bisected tree sort circuit.
