PROBLEM TO BE SOLVED: To enable the automatic regeneration display of a goal scene or the like by automatically recording and extracting a moving pictures when a runner passes a spot or a place in a marathon competition or the like. SOLUTION: The moving pictures when the runner passes a prescribed spot or place are obtained by a pickup means 2 like a television camera. An obtained moving picture is divided and stored as a video file by a storing means 3. Reception parts 1b are set at the prescribed spot or place in a course, a goal, etc., and receive an electromagnetic wave transmitted from a radio ID tag 1a mounted on the runner, thereby detecting a time when the runner passes the prescribed spot or place and goal. On the basis of the time when the runner passes the goal or the spot or the place, an automatic extracting means 4 extracts a dynamic picture for a set time length when a prescribed runner passes the goal or the prescribed spot or place, from the stored dynamic picture, and outputs a video.
