A device (1) for forming hydrogen, which has a discharge electrode (11) having a capillary for supplying a raw material (A) containing water and one or more substances selected from hydrocarbons and oxygen-containing compounds and which executes pulse discharge with the discharge electrode (11) and induces a reaction of the raw material (A) supplied through the capillary, to form hydrogen; and the device (1) for forming hydrogen which further has a catalyst such as ruthenium or fullerene attached to the discharge electrode. The device allows the formation of hydrogen with higher efficiency and with reduced formation of by-products such as acetylene, compared to a conventional device.
