PROBLEM TO BE SOLVED: To provide a developing device in which a developer feeding member stably feeds a developer to a developer carrier, and to provide an image forming apparatus provided with the developing device, and a computer system for the same. SOLUTION: The developing device includes a housing part for the developer, the rotatable developer carrier, the developer feeding member arranged in the housing part, a flow rate regulating member which is provided in the housing part for regulating an amount of developer fed to the contact part of the developer carrier and the developer feeding member, and a developer passage which is formed by the inside wall of the housing part and the outside surface of the developer feeding member and through which the developer passing through the contact part flows. The shortest distance between the outside surface of the developer feeding member and the developer flow rate regulating member is shorter than that between the outside surface of the developer feeding member and the inside wall of the housing part which constitutes the developer passage.
