PROBLEM TO BE SOLVED: To provide a heating and heat insulating pipe whose heating and heat insulating performance is stable regardless of its transferring distance. SOLUTION: This pipe comprises an electric heater arranged on the outer peripheral side of a conduit from one end side to the other side for heating the conduit and a heat insulating layer and a protective cover arranged in this order on the electric heater. The end sections of the power cable connected to both ends of the electric heater are collected to one position, and a most part or all of the total length of the power cable is inserted into the heat insulating layer. On the outer peripheral side from one end side to the other side of the conduit, an electric heater is provided for heating the conduit, and on the outer periphery, a heat insulating layer and a protective cover are provided in this order. The end sections of the power cable connected to both ends of the electric heater are collected to one position, and a most part or all of the total length of the power cable is covered by a thick insulated cover.
