A traffic information providing system in which the positional revolving power of traffic information and the revolving power of traffic representation can be set arbitrarily and traffic information prediction service can be dealt with flexibly. The traffic information providing apparatus quantize the state amount of traffic information varying along a road (b), converts the quantized state amount into a value having a statistical bias (c), encodes the converted value (d), and provides the encoded value to a traffic information utilizing apparatus, e.g. a car navigation system. The traffic information utilizing apparatus decodes the encoded state amount and reproduces traffic information of the road.
