PROBLEM TO BE SOLVED: To provide a cleaning blade which can display stable cleaning property over a long period even when globular toner, globular toner of small grain size in particular, is used and to provide a manufacturing method of the cleaning blade excellent in reproducibility, an image forming apparatus provided with the cleaning blade and an image forming method using the image forming apparatus. SOLUTION: The cleaning blade removes untransferred toner on an image carrier surface. Fine particles stick at least on a surface of part of the cleaning blade coming into contact with the image carrier with stuck amount per unit area within a range of 1 to 10 mg/cm<SP>2</SP>. Nonionic surfactant is applied onto the cleaning blade and the fine particles are stuck on the applied surface with stuck amount per unit area within a range of 1 to 10 mg/cm<SP>2</SP>and then are dried.
