PROBLEM TO BE SOLVED: To provide a resin-coated roller at a low cost which is excellent in smoothness of a surface and reduced in lower consumption without generating deformation likely to exert a bad influence on a core metal even for the resin- coated roller using a thin walled core metal. SOLUTION: An apparatus 20 for manufacturing the resin-coated roller which smoothes a surface of the resin-coated roller having a resin-coated layer on the core metal, is provided with a cylindrical component 1 of a smooth inner surface having successively a heating unit 2 for heating a surface of the resin- coated layer of the resin-coated roller at a temperature higher than a softening temperature or a melting temperature of the resin, a heat insulating component 3 and a rigid body 4; and a heating component 11 for thermally expanding an inner diameter of the resin-coated roller by inserting it into a hollow part of the core metal of the resin-coated roller held so as to come in contact with an inner surface of the cylindrical component 1.
