PROBLEM TO BE SOLVED: To enhance transmission quality of data for which real time is required.

SOLUTION: An application part 110 informs an MCS (mobile communication system) selection part 180 of required transmission rate for transmitting real time application data. A line quality estimation part 170 estimates radio line quality, for example, such as a CIR (committed information rate) from a pilot signal multiplexed on a radio channel. The MCS selection part 180 selects an MCS based on an estimated value of radio line quality estimated by the line quality estimation part 170 and the required transmission rate of the transmitted data information from the application part 110. A multiplexing part 190 multiplexes transmission data outputted from an IP control part 130 on information regarding the MCS selected by the MCS selection part 180.
