PROBLEM TO BE SOLVED: To provide telephone communication services in matching with needs of users much more by rationally combining communication lines and service contents having already been provided by tele-communication carriers at home and abroad. SOLUTION: A first access point server is provided in Japan, a second access point server is provided in a foreign country, a leased communication line with a large capacity interconnects both the servers, lines of domestic tele-communication carriers are connected to the first access point server, and lines of overseas tele-communication carriers are connected to the second access point server. When a caller makes a call form a domestic fixed telephone or mobile phone, the call is connected to the first access point server, the large capacity leased communication line, and the second access point server, the second access point server selectively connects with a line of an overseas tele-communication carriers in a loopback form as if the second access point server abroad made the call to call a receiver side.
