PROBLEM TO BE SOLVED: To suppress deterioration in the picture quality of an image including credit titles which move horizontally on a screen when an interlaced video signal is converted into a progressive video signal. SOLUTION: In a step S1, interpolation lines of a field image F<SB>t</SB>are interpolated in fields. In a step S2, field images F<SB>t</SB>and F<SB>t-1</SB>are vertically filtered and in a step S3, an inter-field moving vector mv1 and a horizontal inter-field motion vector mv2 are detected. In a step S4, an inter-field motion vector dmv2 which is limited to a horizontal direction is detected. In a step S5, a final inter-field motion vector is selected.
