<P>PROBLEM TO BE SOLVED: To offer a blue LED and a blue LD having a superior light emitting property, which uses a semiconductor layer such as zinc oxide compound semiconductor suitable for a blue light emitting material in a light emitting layer, by implementing a p-type layer suitable for a blue semiconductor light emitting device and by improving its crystallinity. <P>SOLUTION: A light-emitting-layer forming portion 8, which has at least an n-type cladding layer 4, an active layer 5, and a p-type cladding layer 6 on a main surface of a substrate 1.
