<p><P>PROBLEM TO BE SOLVED: To obtain a method allowing a low-cost and accurate judgment equivalent to a judgment using an actual dielectric breakdown voltage. <P>SOLUTION: Three functions are defined from a plurality of parameters obtained from an insulating property test and from the specification of a dynamo-electric machine, and individual constants are set for the three functions. If at least one of the three functions is satisfied, the case is judged as defective.
